Free Business Resources for Chicago Entrepreneurs

Chicago small business owner meeting with a business advisor

Chicago has one of the deepest small business support networks in the country, and most of it costs nothing. Free one-on-one advising, free training, free certificate programs, free legal clinics. The problem is not scarcity — it is that the programs are scattered across city departments, state agencies, universities, and nonprofits, and nobody hands you a map.

This is that map. Everything here is genuinely free, currently running, and open to business owners in the Chicago area.

If you would rather skip the research, our resource library collects the tools and guides we point business owners to most often.

Free One-on-One Business Advising

This is the most valuable free thing available to you, and the most underused. Several organizations will sit down with you, look at your actual numbers, and tell you what they think — at no cost and with no sales pitch at the end.

Illinois Small Business Development Centers (SBDC)

The SBDC network runs 35 locations across Illinois, funded jointly by the SBA and the Illinois Department of Commerce and Economic Opportunity. Advisors provide confidential one-on-one guidance at no charge on business planning, financing, marketing, regulatory compliance, and growth strategy.

Best for: anyone writing a business plan, preparing financial projections, or getting ready to approach a lender. Advisors work with for-profit businesses under 500 employees at any stage, from pre-startup onward.

Where: the Chicagoland Chamber of Commerce hosts a center, and College of DuPage serves the western suburbs. Find your nearest location through the Illinois SBDC network site.

SCORE

SCORE is a national nonprofit of volunteer mentors, most of them retired executives and business owners, who give free and confidential advice by phone, video, email, or in person. There is no limit on how many sessions you can have.

Best for: business owners who want someone who has run a company to react to their thinking. The quality depends heavily on the match, so if your first mentor is not the right fit, ask for another.

Neighborhood Business Development Centers (NBDC)

The City of Chicago funds more than 70 delegate agencies across the city that provide no-cost, hyper-local business development assistance. These are the organizations embedded in your neighborhood — they know which corridor programs you qualify for and often help you apply.

Best for: navigating City programs like the Small Business Improvement Fund, and for business owners who want help from someone who knows their specific commercial corridor.

Cook County Small Business Source

Cook County's own program offers no-cost business advising, resources, and events to businesses across the county, including suburbs outside Chicago city limits.

Best for: businesses in Oak Park, River Forest, Berwyn, and the rest of suburban Cook County, who often fall outside City of Chicago programs.

The short answer

If you do only one thing from this article, book a free SBDC or SCORE session. An hour with an experienced advisor will usually save you more time and money than anything else on this list.

Free Training and Certificate Programs

BACP Business Education Webinars

The City of Chicago's Department of Business Affairs and Consumer Protection runs free business education webinars every Wednesday afternoon and Friday morning. Topics rotate through business licensing, operations, finance, legal issues, marketing, and technology. They are taught by industry professionals, nonprofits, and government agencies, and they are open to the public.

Best for: specific operational questions. If you need to understand Chicago business licensing or city inspections, this is the most direct source there is — the people teaching are often the people who administer the rules.

BACP Entrepreneur Certificate Program

This is the hidden gem on the list. Attend six BACP webinars across the required categories within six months and you graduate with a certificate. More than 2,000 Chicago entrepreneurs have completed it.

Why it is worth more than the certificate: graduates based in Chicagoland who meet the criteria can apply for the Entrepreneur Loan Program through BACP's partner CIBC Bank USA, and can receive Credit for Prior Learning college credit through City Colleges of Chicago. A free program that opens a lending door and carries college credit is a genuinely unusual offer.

One clarification: this certificate does not make your business certified with the City of Chicago. That is a separate process.

Chicago Small Biz Expo Series

BACP runs free expos at locations across the city and online, bringing together licensing consultants, a tax clinic, financial advisors, workshops, networking, and even professional headshots. The 2026 series ran in March online, in May at Truman College, and in August at Malcolm X College.

Best for: getting several things done in one morning. Watch for the 2027 dates and plan around one — the combination of licensing help and free headshots alone is worth the trip.

What “Free” Actually Means Here

None of these programs are charity, and understanding how they are funded tells you how to use them well.

The SBDC network and SCORE are funded by the SBA and the state, and they report on client outcomes — jobs created, capital accessed, businesses launched. The City's programs exist because a functioning small business sector generates tax revenue and stable neighborhoods. Your success is literally what they are measured on.

Which means two things. First, nobody is going to upsell you, because there is nothing to sell. Second, you will get far more out of these programs if you show up prepared. Advisors have limited hours and they allocate attention toward clients who do the work between sessions.

The mistake to avoid

Do not treat a free advising session like a free consultation you might not show up for. Bring your numbers, bring a specific question, and do the homework they give you. The business owners who get real value from these programs are the ones who come back a third and fourth time.

Where to Start, Based on Where You Are

If you have an idea but no business yet, start with the BACP Entrepreneur Certificate Program. The six-webinar structure covers the ground you do not yet know you are missing.

If you are open but struggling with the numbers, book an SBDC advisor. Financial analysis is what they do best.

If you need capital, SBDC first to prepare your package, then a community lender. Preparation is what separates approvals from denials.

If you are stuck on a decision, SCORE. You want someone who has faced it, not a process.

If you are dealing with the City, find your NBDC delegate agency. They do this daily.

And One More: CEDE

CEDE is part of this same network. We are free, we are backed by the Brennan School of Business at Dominican University, and we exist for the same reason the programs above do.
